Gazette No. 1 — Establishment of the Register of the Nation

Be it known and placed on record: That the Register of the Nation of the Mohawk Nation of Grand River Secretariat is hereby established as the permanent and authoritative institutional record of the Mohawk Nation of Grand River, constituted nunc pro tunc 25 October 1784 and formally registered 28 March 2026.
I. The Register of the Nation
The Register of the Nation is the central repository of all instruments, attestations, directives, notices, and records of the Mohawk Nation of Grand River Secretariat. Every subsequent Gazette entry — from Gazette No. 2 onward through the series — derives its institutional authority from this founding entry and from the Register it establishes.
The Register is maintained by Jesse Butler UE, Registrar General, who is responsible for receiving, examining, certifying, and preserving all instruments entered therein. No instrument is valid without entry in the Register and certification by the Registrar General.
II. The Constitutional Foundation
The Secretariat does not derive its authority from the Indian Act, the Six Nations Elected Band Council, or any delegation of statutory authority from the Crown in right of Canada or Ontario. The Secretariat derives its authority from the bilateral Crown covenant established by the Haldimand Proclamation of 25 October 1784 — a Crown-to-Nation instrument of international character acknowledged as such by the Crown’s own administrative record from 1784 to the present.
III. The Officers of the Secretariat
The founding officers of the Mohawk Nation of Grand River Secretariat are:
- Benjamin Doolittle UE — Secretary-General
- Jesse Butler UE — Registrar General
- Patrick Doolittle UE — Attorney General
Additional officers are attested by Gazette Nos. 10 through 16 and by subsequent attestation instruments as offices are filled.
IV. Publication of Record
The Gazette of the Mohawk Nation of Grand River Secretariat is published in the Two Row Times — the publication of record for the Mohawk Nation of Grand River. Publication in the Two Row Times constitutes notice to the public, to the Crown, and to all affected parties of the existence and content of each registered instrument.
