Be it known and placed on record: That the Secretariat of the Mohawk Nation of Grand River hereby establishes the Parcel Administration Program for the Haldimand corridor, as the administrative infrastructure for the eventual implementation of the mandamus order directing the Director of Land Registry Services to establish an indexed external notice record for the Haldimand Crown covenant interest. I. Methodology The Parcel Administration Program operates on the following methodology: (i)

PIN Extraction — identification of every Property Identifier Number (PIN) within the six-mile Haldimand boundary on each side of the Grand River from mouth to source. (ii)

Boundary Test — application of the Haldimand boundary determination to each PIN to confirm inclusion within the Mohawk Acquired Territory. (iii)

Encumbrance Notation — notation on each parcel record of the Haldimand covenant interest, confirmed by Director Petoran's admission of 1 April 2026 (Exhibit B2) that no mechanism currently exists to record this interest. (iv)

Ground Rent Ledger — establishment of the ground rent ledger for each parcel within the Territory, in accordance with the Schedule of Unjust Enrichment (G61, approximately $2.96 trillion CAD across eight layers). (v)

NOT001 Interface — issuance of NOI001 Notices of Interest for each parcel, to be served on registered owners, mortgagees, and municipal authorities. II. Relationship to the Mandamus Application The Parcel Administration Program is the administrative expression of the relief sought in the Application for Writ of Mandamus (G63). The mandamus order, if granted, will direct the Director of Land Registry Services Branch, ServiceOntario, to establish an indexed external notice record for the Haldimand Crown covenant interest. The Parcel Administration Program establishes the Secretariat's own parcel record in advance of, and in support of, that order. III. Constructive Notice Once the parcel registry is operational, no transaction within the Mohawk Acquired Territory can proceed without constructive notice of the constitutional encumbrance. The Parcel Administration Program is the mechanism by which that constructive notice is established and maintained. It operates concurrently with the G75 MNG Patent and IP Registry as the two primary institutional infrastructure programmes of the Secretariat's operational build phase.
