Gazette No. 53 — Notice of Rejection — Haudenosaunee Development Institute

Be it known and placed on record: That the Mohawk Nation of Grand River Secretariat formally rejects the Haudenosaunee Development Institute (HDI) as a representative of the Secretariat’s constitutional interests and notifies all Crown and private parties that the HDI does not speak for, act for, or represent the Haldimand Beneficiary Class.

I. What the HDI Is

The Haudenosaunee Development Institute (HDI) is an institution operating under the authority of the Six Nations Elected Band Council of the Six Nations of the Grand River. It provides development consultation services on matters affecting the Six Nations reserve and the broader Haldimand Tract.

II. What the HDI Is Not

The HDI is not authorized to speak for the Mohawk Nation of Grand River Secretariat. It does not represent the Haldimand Beneficiary Class as defined by the Citizenship Determination Rules (G19). Any Crown consultation with the HDI on matters affecting the Haldimand corridor does not constitute consultation with the Secretariat and does not discharge the Crown’s duty to consult with the Secretariat.

III. The Conflation Problem

The Crown’s systematic conflation of the Secretariat’s interests with the Six Nations Band Council’s interests — of which the Burgos letter (Exhibit C70) is the most recent example — is the central obstacle to constitutional engagement. The Secretariat’s Demand (G66) directly addresses this conflation. This Gazette entry documents the Secretariat’s position on the specific case of the HDI.
