Be it known and placed on record: That the External Correspondence Record (ECR) of the Mohawk Nation of Grand River Secretariat is hereby formally established as a series within the Register of the Nation, covering all external correspondence from December 2019 to the present date.

I. The Scope of the ECR

The External Correspondence Record covers all external correspondence of the Secretariat and its predecessor institutional entities, including:

  • The Costco Brantford correspondence series (2019–2020) — original assertion of Haldimand territorial interest in the proposed Costco development on former Arrowdale Golf Course lands
  • The BlueBelt municipal broadcast, 5 May 2022 — transmission of three founding documents to every Ontario municipality clerk (200+ recipients), constituting constructive notice to all Ontario municipal authorities
  • The Notice of Interest series (2017–2022) — seven Notices filed with the Director of Titles, ServiceOntario, with zero administrative response
  • The November 2024 letters to Chief Justices Wagner and Tulloch transmitting the Great Charter, Declaration of Independence, and Constitution
  • The Petoran exchange, January–April 2026 — the correspondence leading to the ministerial admission of the administrative gap (Exhibit B2)
  • The Burgos letter, 25 May 2026 — the Crown’s non-substantive response to the AG Demand (Exhibit C70)
  • The Secretariat’s reply to Burgos, 27 May 2026 (SG1202-260527-000070)
  • All subsequent constitutional correspondence through July 2026

II. The ECR as the Crown Knowledge Chain

The ECR constitutes the documentary record of the Crown knowledge chain — the 230-year sequence of Crown acknowledgments without resolution, of which the most recent fourteen instances are formally documented. Every letter sent and every non-response received is entered in the ECR. The ECR is entered as Exhibit F1 in the Application for Writ of Mandamus (G63).
