Be it known and placed on record: That the National Treasury Account of the Mohawk Nation of Grand River Secretariat is hereby established as the primary financial account of the Secretariat, to receive all voluntary contributions, trust distributions, and institutional revenues, and to disburse funds in accordance with the Instrument of Financial Authority (G10) and the Voluntary Contribution Program (G67).
No disbursement from the National Treasury Account may be made without the concurrent signatures of the Treasurer General and the Secretary-General. The National Treasury Account is a restricted-visibility instrument: its balances and transactions are Internal rather than Public, but the existence of the Account and the authority under which it operates are Public.
The National Treasury Account is not subject to seizure, garnishment, or attachment by any Crown authority without resolution of the constitutional questions raised in the Application for Writ of Mandamus (G63). The Secretariat claims sovereign immunity from administrative seizure of institutional funds.
