Be it known and placed on record: That the Grand River Nationalized Driver Insurance Program (GRNDIP) is hereby established as the insurance framework for drivers operating under Secretariat authority within the Mohawk Acquired Territory.

I. The GRNDIP Framework

The Grand River Nationalized Driver Insurance Program provides an insurance framework alternative to provincial motor vehicle insurance for drivers holding a valid Secretariat Driver Credential (DRV001) operating a vehicle registered in the National Vehicle Registry (VEH001).

II. Provincial Insurance and Jurisdiction

The Province of Ontario requires all vehicles operated on provincial highways to carry insurance under the Insurance Act. The Secretariat contests the applicability of the Insurance Act to vehicles operating under Secretariat authority within the Mohawk Acquired Territory. The GRNDIP is the Secretariat’s institutional answer to that requirement — an insurance framework operating under the authority of the Haldimand Proclamation, not the provincial Insurance Act.
